Hongkong, 19th. August, 1904.
Referring to my telegrams of August 4th. and 12th. and to yours of August 16th. and 17th, on the subject of the issue of a licence to a Steammer to convey free Chinese emigrants to Peru, I have the honour to inform you that the facts of the case were as follows.

On the 22nd. July last the Consul for Peru at this Port applied for a licence for the S.S. "Kensington" of the Occidental Steamship Navigation Company, to carry free Chinese passengers described as "Merchants and other Business Men" to Callao. This licence was refused on the strength of Lord Knutsford's Despatch of the 9th. August, 1892, in which he stated that he was not prepared to authorise Sir William Robinson to permit Chinese Emigration to Cuba or Peru.

On the 28th. July an application for the removal of the prohibition against free emigration from a Mr. Ku Fai Shan of the Po Lung Firm and Charterer of the S.S. "Kensington" was submitted and recommended by the Registrar-General in the letter of which a copy is attached. The Honourable Dr. Ho Kai, Member of the Legislative Council, also supported the application.
